Breda court building ready for use

The court building in Breda is ready. The certificate of completion was issued today by the Rijksvastgoedbedrijf (the Central Government Real Estate Agency) to InBalans in Breda. The Zeeland-West-Brabant District Court, the Zeeland-West-Brabant District Prosecutor’s Office (Public Prosecutor’s Office) and the Council for Child Protection will be operating from this new office next to Breda Central Station from this week.

Cohesive whole

The court building is an attractive, contemporary building. A cohesive whole, visible and at the same time accessible, and situated in a safe environment.

The facade of the court building is clad with varied finished architectural concrete incorporating large sections of glass. With a height of 66 metres and three rotated building sections (concrete plinth, steel central building and prefab concrete high-rise building), the complex looks like a solitary building exuding authority, which is reinforced by the spatial anchoring. At the same time the court building has a light, transparent appearance with separate sections for the three organisations.

The courthouse takes its heat and cold from the ground and the nearby De Mark canal. This unique combination of sustainable techniques results in enormous energy savings and CO2 emission reductions. The installation is also extremely robust, so that the three user organisations can always count on a comfortable temperature inside the court building. The total area of the court building to be realised amounts to around 33,000 m² of gross floor area excluding a parking facility and park/terrain equipment. Construction was on schedule and lasted two years.

Scope of 30 years

Commissioned by the Rijksvastgoedbedrijf, InBalance becomes responsible for the design, construction, financing, maintenance and also facility services of this new, modern court building for 30 years.

Good cooperation

The DBFMO contract between the Rijksvastgoedbedrijf and InBalance for the new court building laid the foundation for good cooperation not only in the realisation phase, but also for the exploitation phase for the next 30 years. This form of contract creates a better-quality building. Many choices have been made in the context of sustainability and the life cycle of applied products. Process Manager of the Rijksvastgoedbedrijf Ab de Wit: “Thanks to the close and good cooperation with InBalance and regular consultation with users and clients, the new court building is operational within the set time frame.” According to Toine van Liebergen, Project Director at InBalans, the open and transparent collaboration provides a good basis for further collaboration over the next 30 years.


InBalance is a partnership between three shareholder parties, Facilicom, Macquarie Capital Group and VolkerWessels. To Interface and DVP represent these three stakeholders as contractors. The following parties are also involved in InBalans: Hootsmans architectuurbureau, Architectenbureau Paul de Ruiter, Sevil Peach, Karres en Brands Landschapsarchitecten, Arup, Halmos, and the VolkerWessels companies Visser & Smit Bouw and HOMIJ Technische Installaties.
