More opportunities for students, jobseekers and employees in Facility Management

It is now possible to work more hours under an existing employment contract through combining jobs and development vouchers to help you follow education or get additional training. These measures are included in the Facility Services Work Experience Agreement that was signed on Thursday 31 October 2019 by employers from this sector, educational bodies, the Municipality of Rotterdam and the Employee Insurance Agency (UWV). The Work Experience Agreement will give students, jobseekers and employees more opportunities in the Facility Services sector. It will also help alleviate the mismatch between supply and demand.

The measures included in the Work Experience Agreement should lead to an annual increase of 50 young people choosing a study programme in Facility Services, as well as reducing the number of people leaving the sector by 5%, while helping a further 125 Rotterdam jobseekers into employment every year. Just like many other sectors, the facilities sector has to contend with a number of challenges. Many vacancies in the region remain unfilled and finding candidates continues to be difficult. The measures in the Work Experience Agreement will help young people, jobseekers and employees to develop, to find a job and to keep that job. The Work Experience Agreement is an excellent collaborative scheme to help people into sustainable employment in a sector that offers great potential to develop.

Combining jobs

A job in the cleaning sector is often part-time. This often means a need to work more to become independent of benefits. Employees can achieve this within an existing employment contract by working more hours through combining jobs. The hours worked in two part-time jobs with an employer can now be combined and later possibly with another employer as well. This can also be an employer from another branch within the service sector, such as security, catering or hospitality (host/hostess).

Development vouchers

Employers are also issuing so-called develop vouchers every year to students and people over 45. In 2020, this will be 70 vouchers. These personal development budgets provide additional career prospects. For older employees without starting level qualifications, this offers additional opportunities, for example, to follow education or get additional training, within and outside the sector.

Training

At the same time, the companies and educational institutions are intensifying their collaboration by providing joint training through vocational colleges and learning pathways. Companies will train the future employees while benefiting from the expertise of the vocational colleges, and will provide current employees more prospects as an apprentice trainer within the company. Through collaboration between teachers and apprentice trainers, colleges are also able to develop more educational programmes. More concepts are being developed on the basis of examples such as ‘Topacademies’ and ‘Entree Werk’. In addition, companies will no longer only consider a fully completed study programme, but also relevant courses in the profession. This makes it possible to start work without first having to fully graduate. Attention will also be paid to improving language skills and reducing functional illiteracy. Education will therefore make a constructive contribution to this Work Experience Agreement. Through close collaboration with the business community, new opportunities will open up for the younger generation.

Partners

The nine partners to have signed the Facility Services Work Experience Agreement are Facilicom Group, Vebego, CSU, Randstad, Zadkine, Albeda, VNO-NCW, UWV and the Municipality of Rotterdam. This is the fourth Work Experience Agreement to be signed. Similar agreements have been made with the port, the SME community and on the energy transition for the built environment. The aim is always to address the mismatches in the job market and to create opportunities through collaboration between employers, educational institutions and government bodies. Each Work Experience Agreement embodies three core objectives: from school to work, from work to work and getting back to work. Other Work Experience Agreements are in preparation for the healthcare, construction, and transport & logistics sectors.
